SERVICE EMPLOYEES INTERNATIONAL UNION 1021, Plaintiff and Appellant, v. CITY AND COUNTY OF SAN FRANCISCO, Defendant and Respondent. Respondent the City and County of San Francisco (City) laid off over 500 employees due to a severe budget shortfall. Appellant Service Employees International Union 1021 (Union) challenged this decision by filing a grievance alleging that the layoffs of Union members were not, in fact, necessitated by a lack of funds.
