(Cadlerock), appeals from the judgment of the trial court dismissing its administrative appeal from the decision of the defendant department of environmental protection (department) in which the named defendant, the commissioner of environmental protection (commissioner),1 issued an abatement order regarding the plaintiff's real property located in both Ashford and Willington.
