This is an appeal of an order dismissing a whistle-blower action filed by Isabel del Pino Allen, a former employee of Florida International University ("FIU"). The main issue debated by the parties is whether the Florida Commission on Human Relations ("the Commission") had jurisdiction to consider Ms. Allen's administrative complaint against FIU. We conclude that the answer is yes, and reverse for further proceedings. Ms. Allen was employed by FIU. She complained about certain financial practices she observed. In December 2001, she filed an administrative complaint with the Commission under Florida's public sector Whistle-Blower's Act (the "Act").
