Upon consideration of Petitioner Russell Blair's petition for a writ of mandamus, the papers in support, and the records and files herein, it appears that: (1) a writ of

mandamus will not issue unless the petitioner demonstrates a clear and indisputable right to relief and a lack of alternative means to redress adequately the alleged wrong or obtain the requested action. Barnett v. Broderick, 84 Hawai#i 109, 929 P.2d

1359 (1996); and (2) Petitioner fails to demonstrate that he is entitled to a writ of mandamus; and (3) Petitioner has alternative means to seek review. Therefore,
