The issue in this case is whether the City of Chicago'ssound-device restriction ordinance is unconstitutional. The vehicle driven by defendant, MarioArguello, was stopped andsearched by the Chicago police because of defendant's violationof Chicago's sound-device restriction ordinance (ChicagoMunicipal Code
