Defendant Cayetano Marsh appeals from an order of the circuitcourt entering judgment upon a jury's verdict finding him guilty offailing to report a change of his address in compliance with theSex Offender Registration Act (Act) (730 ILCS 150/6 (West Supp.2000)) and sentencing him to four years' imprisonment. On appeal,defendant contends that the penalty provision of the Act violatessubstantive due process, double jeopardy, and the proportionatepenalties clause of the Illinois Constitution (Ill.
