Second District Docket No. 2-10-0068 June 28, 2011 October 24, 2011 In an action arising from a dispute over the Property Tax Appeal Board's decision reducing the tax assessment for a parcel of land owned by respondent and used as a sanitary landfill, the appellate court affirmed the Board's decision that the fair market value of the property was $10 million, based on the conclusion that the cost approach used by respondent's first appraiser in finding a valuation of $10,660,000 supported the income approach used by its second appraiser in reaching a valuation of $9,600,000, notwithstanding the fact that each appraiser used a single approach, since the comparable-sales approach would not have been reliable where the sales were part of a Department of Justice divestiture order that included the property at issue, and under the circumstances, the methodology employed by the appraisers was appropriate.
