Plaintiffs, Larry Holloway, Wendell Dixon, Silas Fletcher, and Reuben Taylor, were inmates at the Dixon CorrectionalCenter (the Center). Defendants, Wendy Meyer and Kurt Eubanks, were employees of the Illinois Department ofCorrections (the Department).
