Defendants-Appellees. ) Judge, Presiding. ____________________________________________________________________________ JUSTICE McDADE delivered the opinion of the court: _____________________________________________________________________________ Respondent, the Joliet Township Board of Education1, appeals from an order of the circuit court of Will County, which affirmed a decision of the Illinois State Board of Education granting a petition to detach certain property from the Joliet Township district and annex it to the Lincoln Way district pursuant to section 7-2b of the Illinois School Code (Code). (105 ILCS 5/72b (West 1998)). Respondent's appeal from the circuit court's order challenges the State Board's decision on the grounds that: (1) the State Board of Education lacked jurisdiction to hear petitioners' petition; (2) petitioners failed to comply with the procedures set forth under section 7-6 of the Code (105 ILCS 5/7-6 (West 1998)); and (3) section 7-2b violates the Equal Educational Opportunities Act of 1974. 20 U.S.C.
