JUSTICE MYERSCOUGH delivered the opinion of the court:

Plaintiff appeals the order of the circuit court ofSangamon County affirming the decision of defendant, Jesse White,Secretary of State for the State of Illinois (Secretary), to denythe driver's license application of plaintiff, Kody Sky Mefford,when plaintiff refused to provide his social security number onhis application, citing his religious beliefs. Plaintiff challenged the statute and rule requiring the Secretary to request asocial security number as unconstitutional for interposing aburden on his free exercise of religion. We affirm.

I. BACKGROUND

Early in 2000, plaintiff, born May 16, 1983, applied tothe Secretary for an Illinois driver's license, supplying allpersonal information required by section 6-106(b) of the IllinoisVehicle Code (Vehicle Code) (625 ILCS 5/6-106(b) (West 1998))except his social security number.
