OPINION Plaintiff, Willie B. Hadley, an inmate at Big Muddy River Correctional Center, filed a class action complaint in the circuit court of Sangamon County, seeking to enjoin defendant, the Illinois Department of Corrections (DOC or the Department), from charging him and other allegedly indigent inmates a $2 co-payment for nonemergency medical and dental services.
