STATEMENT OF THE CASE Plaintiff-Appellant Corbin Smyth ("Smyth") appeals the trial court's dismissal of his complaint against Defendants-Appellees Stephen Carter, Attorney General of the State of Indiana; Indiana Department of the Attorney General; Tim Berry, Treasurer of the State of Indiana; and the Indiana Department of the Treasury (collectively, "the State"). We affirm. STATEMENT OF THE ISSUES The following issues are dispositive: I.
