JOHNSON, Justice* The parties involved in this dispute seek a determination as to which entity has the authority to bind the state to the amended casino operating contract pending before a bankruptcy judge. The plaintiffs argue that the latest contract essentially is a "new" contract and, accordingly, that under La. R.S. 27:224 (E), the legislature is empowered with the authority to approve the contract on behalf of the state.
