("Plaintiffs") filed against Janet Owens, County Executive for Anne Arundel County, and Anne Arundel County, Maryland ("Defendants" or "County"). The central dispute involves Plaintiffs' claim for a refund of development impact fees that the County improperly assessed against the developer of the subdivision where Plaintiffs own houses. The parties' submissions have been carefully reviewed and a hearing was conducted on February 1, 2006. For the reasons stated below, this Court has jurisdiction over only one of Plaintiffs' claims; the rest fall within the jurisdictional bar of the Tax Injunction Act, 28 U.S.C.
