Hunt has brought this action against the United States asserting various claims arising out of the settlement of a Tax Court case involving income taxes paid in the 1980s.1 I dismissed some of the claims in an opinion issued on November 12, 1997. Based upon concessions made by the government, on January 3, 2000, I entered partial summary judgment in favor of Hunt as to portions of his claims for the 1982 and 1983 tax years. Discovery is presently proceeding as to Hunt's claim for damages under 26 U.S.C.
