MEMORANDUM OPINION Plaintiff Michele Zander brings this action against Defendant United States of America. Mrs. Zander asserts a claim of medical malpractice under the Federal Tort Claims Act. Presently pending before the Court is the United States' Motion to Dismiss or for Summary Judgment ("Motion to Dismiss"). The Court has reviewed the entire record and finds no hearing necessary.
