HEADNOTE:

Where a permanency plan in a CINA case calls for custody and guardianship by a relative but does not contemplate adoption, a decree granting such custody and guardianship to the relative will not terminate parental rights. In a CINA case, a decree that awards custody and guardianship to a relative and closes the case does not preclude the court from granting visitation to the parents.
