This case conc erns a parc el of prope rty located within the city of College P ark, in which both the City of College Park, respondent, and Alvin F. Jenkins, pe titioner, claim to own an interest. Petitioner claimed a right to the property in question by adverse possession in two separate actions to quiet title in the Circuit Court for Prince George's C oun ty. Petitioner served process by publication pursuant to Md. Rule 2-1221 after filing affida vits asserting that no other persons claimed a right to the pro perty in question and that all persons appearing to have an interest in the property we re named defenda nts whos e wherea bouts
