The Montgomery County Planning Board of the MarylandNational Capital Park and Planning Commission (the Board), appellee, approved the resubdivision of two lots in the Glen Hills area into six lots. Appellants1 appeal from a judgment

of the Circuit Court for Montgomery County that affirmed the Board's approval. In this appeal, we consider the meaning of

terms in the Montgomery County subdivision ordinance and how similar proposed resubdivision lots must be to existing lots in the neighborhood, block, or subdivision before the Board may approve a plan.
