TOTAL AUDIO-VISUAL SYSTEMS, INC.

v.

DEPARTMENT OF LABOR, LICENSING AND REGULATION et al.

Bell, C. J. Eldridge Rodowsky Raker Wilner Cathell Harrell, JJ.

Opinion by Bell, C. J. Eldridge, Raker, and Cathell, JJ., dissent.

Filed: August 25, 2000

This case is an appeal from a grant of unemployment benefits awarded to the claimant, Gary C. Miller ("Miller"), based upon his employment with the petitioner, Total Audio-Visual System. Despite opposition from the petitioner, the Board of Appeals for the Department of Labor, Licensing, and Regulation ("DLLR") determined that there was "good cause" for the claimant's voluntary resignation of his job with the petitioner, construing that phrase, as used in Md. Code Ann., Labor and Employment
