Since 1972, New York has lead the nation in recognizing that the actions of government can damage the environment. With the passage of the Environmental Conservation Law, the Legislature established as a priority the preservation of the environment for the health, safety and enjoyment of New York State residents. One article of that Law, titled the State Environmental Quality Review Act (or SEQRA) requires that the State, its agencies and its subdivisions serve as protectors of the environment by mandating that, when approving any action or funding any project that might have a significant effect on the environment, these state and municipal actors must consider those impacts in addition to other social and economic policies (see Environmental Conservation Law
