The Housing Authority of the City of Pittsburgh (Authority) appeals from an order of the Court of Common Pleas of Allegheny County (trial court), dated April 26, 2011. The trial court granted Evelyn McBryde's (Applicant) 1 appeal from the Authority's decision to deny her application for federally subsidized housing benefits and remanded the matter for a new hearing. For the reasons that follow, we reverse. On March 15, 2010, Applicant applied to the Authority for admission into the Section 8 Housing Choice Voucher Program (Section 8 Program).2
