Present: Williams, C.J., Lederberg, Bourcier, Flanders, and Goldberg, JJ. OPINION PER CURIAM. The respondent father has appealed a Family Court decree terminating his parental rights to his daughter, Chaselle S. 1 This case came before the Supreme Court for oral argument on May 14, 2002, pursuant to an order directing the parties to show cause why the issues raised in this appeal should not be summarily decided. Having heard the oral arguments of counsel and having reviewed the record in the case and the memoranda of the respondent, the Department of Children, Youth and Families (DCYF or the department), and the child's guardian ad litem, we deny and dismiss the respondent's appeal and affirm the judgment of the Family Court. On appeal, respondent has challenged the Family Court justice's application of G.L. 1956
