The lowest bidder was Pipestone Concrete, Inc. (Pipestone). H&W Contracting, LLC (H&W) was the next lowest bidder. After the contract was awarded to Pipestone, H&W sued City claiming it should have been awarded the contract because of irregularities in Pipestone
