- - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - - Plaintiff Jackie Carter, a prisoner at the Columbia Correctional Institution in Portage, Wisconsin, has brought this civil complaint alleging that staff at the Columbia Correctional Institution and Wisconsin Secure Program Facility have violated his Eighth Amendment rights against cruel and unusual punishment. Also, he seeks leave to proceed in forma pauperis. I dismissed plaintiff's original complaint because his vague allegations violated Fed. R. Civ. P. 8 and 20. Now plaintiff has filed an amended complaint. I conclude that plaintiff's amended complaint continues to violate Rule 8 and possibly Rule 20 as well. In addition, because plaintiff has struck out under 28 U.S.C.
