DECISION AND ORDER REVERSING AND REMANDING TO THE COMMISSIONER FOR FURTHER PROCEEDINGS Lydia Caraballo applied for disability insurance benefits ("DIB") and supplemental security income ("SSI"), alleging a disability onset date of June 1, 2004. (Tr. 113.) After the agency denied her applications, Caraballo requested a hearing and appeared before an administrative law judge, Wayne L. Ritter. (Tr. 22-36.) During the hearing on December 1, 2009, Caraballo amended her alleged onset date to March 19, 2006. (Tr. 25.) Subsequently, the ALJ determined that Caraballo was not "disabled" within the meaning of the Social Security Act and could perform a significant number of light jobs. (Tr. 13-19.) The Appeals Council declined review and the ALJ's decision became the final decision of the Commissioner of Social Security ("Commissioner"). 20 C.F.R.
